Per Capita and Council Delegate Assignment Policy
Worthy Grand Knights and Financial Secretaries;
My brother Knights, in an effort to ensure all councils can be seated with their voting delegates at our State Convention, I am forwarding to you the current Per Capita and Council Delegate Assignment Policy which was initially established in October 2002 by then State Secretary Ed Kennedy and revised by the Executive Board of the NH State Council on January 18, 2007 (Please see Item 9 below). Please consider this document notice that failure to comply with these rules will result in your council not obtaining a voting seat at the State Convention. The contents of this policy will also be e-mailed to all Grand Knights (with a recorded Email address) as well as being placed on our State’s Website at www.NHKnights.org :
1.) In January a per capita statement will be issued or mailed to each council’s Grand Knight. The assessment will be $3.40 per council members (as of January 1st) less any Honorary and Disabled members reported by Supreme.

2.) A statement of their councils’ assessments will be mailed to each District Deputy.
3.) Along with these statements an additional document, known as the Council Delegate Assignment Document (CDAD) will be enclosed with the mailings.
4.) These mailings will originate from the State Secretary.
5.) The Councils having voted for and reported two Primary Delegates and two Alternate Delegates during the May 15-June 15, 2006 time period, these designations will be placed on the CDAD. (Next year’s {2007-2008} delegates and alternates should be voted on between May 15th to June 15th during normal Council elections)
6.) The completed CDAD and the per capita check must be received before April 1st to ensure your council’s proper seating at the Convention. The check and CDAD may be mailed separately – remember: whether your council attends the convention or not – it is still liable to pay their annual State Council per capita.
7.) Only after the State Secretary is in receipt of your per capita payment will your delegates be issued credentials at the Convention.
8.) The State Warden will ensure only properly credentialed delegates will be issued voting ballots at the convention.
9.)
All changes to Primary and Alternate Delegate Assignment must be made
by the Grand Knight
no later than April 1st, 2007.
If you know a voting delegate will not be present at a business session,
notify the State Secretary which Alternate Delegate will vote for your
Council. This change to Voting Delegates must be made by the Grand Knight
from the previously assigned Alternate Delegates
no later than May 1st
. No Changes will be made on the floor of the Convention Business
sessions.
